I have seen problems with design flip-flopping due to the template on Cluster Server A being signed differently from Cluster Server B. Ensure that both Cluster Replicas are replicating properly and that they both inherit from the same design template (or better still only have one of the cluster servers run the design task)
You should be able to see where the design is being replaced by looking at the server log if it's happening on the server.
If not check the local replica and check the replication settings on each database to ensure that everything is replicated including the design in each case.
Make sure that the same template name (not file name) does not identify two different templates on your cluster servers.
